The loco is Taff Vale Railway 85. So there was a legal case concerning the Amalgamated Society of Railway Servants in which the House of Lords that held Unions taking strike action responsible for the loss of the companies (Taff Vale Railway in this case) profits.
Workers and Unions were outraged and acted as the impetus for setting up the Labour Party.
I did this in history in my third year at secondary school and then under the study of Tort for my A-level in English Law.
